The need for proper permitting varys wildly. Some extreme examples: If you happen to be on Freemont Street in Las Vegas, if you as so much pull out a Fisher-Price Pixelcam within three seconds you will be decended upon by bicycle cops wanting to know if you are a "professional," and if so do you have a copy of the permitting paperwork and proof you have paid your fees. On the other end of the spectrum, you can most likely pull off a shoot in Anytown USA without any kind of permitting whatsoever.
